This preview information for episode 10 from cbs.com, taken together with the broadcast preview that mentioned the lost passport, seems to explain what happens to the unlucky team.

My reaction to that information was that it was the third place team that was way behind, like the Guidos in Alaska in TAR1.

It IS worded funny. It's listed when talking of "firsts". Well the Guidos and TeamWho never made it to the finish line. The word "prohibited" leads me to infer it's something legal, like not clearing customs, or getting arrested for speeding.

Yeah, they way I read it is that there will be one team missing from the finish line, just not necessarily one of the final three.

One team makes an unprecedented mistake on the road that ultimately prohibits them from joining their fellow Racers at the finish line. Racers hunt for Red October to find a cryptic clue. One Racer's lack of historic knowledge stalls their race in the Graveyard of Fallen Monuments. One team falls behind when confused by Moscow's many modes of public transportation. One racer uses Pictionary skills to communicate with their taxi driver.

This probably isnt a spoiler but just to be safe Ive posted it here, the web videos say the final distination city is Portland Oregon, a city I lived in and its where my sister and neices and nephews live. I really hope they have to find Mill End Park. Its a 2 foot circle with some plants on a divided street by the riverfront. My sister used to work for the city parks and part of her jo was watering the lilliputan park. They also mention "the bridge of the gods" which is in Hood River, Or, it crosses the Columbia and is about an hour east of Portland.

Well, looks like Tony and Dallas weren't at the finish line. They must still be stuck in Russia, since they lost their passports.
That's really terrible. I mean... the cameraman got a shot of the passport bag before the taxi sped away. Should he have... I don't know, shouldn't the production company do something about it?
I don't like that they didn't get to be at the finish line. Really, really didn't like that.

I think the camera shot was a filler shot added later, as Dallas mentioned in several interviews that it was 2 taxis and almost an hour later when he realized it was gone.
The finish line was likely within 24hrs of the pit stop in Moscow, so there probably wasn't enough time to get emergency documents (though apparently someone did drop of Dallas' passport at the embassy that night), but I agree that it's too bad that they weren't able to be there.
